[Halld-level1] [New Logentry] F1TDC firmware

F1TDC firmware was updated to the version 0x32 (provided by Ed) on all TDC crates on Friday
last week. The new version is supposed to be more "robust" at high trigger rates
(This version was installed and tested on the tagger TDC crate, tagmh,  a couple of weeks ago).

Two large cosmic runs were taken during the weekend with the newly installed firmware version.

run 21760 - 61 M events
run 21763 - 37 M events

FCAL LED trigger was added (green LED, 10 Hz). The BCAL LED trigger was enabled as well 
(running a column pulsing script).
