[Halld-level1] [New Logentry] L1 trigger check

The main production (FCAL & BCAL and PS) and ancilary triggers were checked. 
Trigger rates (scaled to the photon flux)  were found to be close to what we had 
in spring 2016. The trigger bit  assignment is the same. Fine adjustment of  
trigger parameters is still required.

Run conditions:
-------------------

100 ns,  1x10-4 X0 radiator, 75 um converter, 5 mm collimator

Trigger bit
0                      10*FCAL + 2*BCAL   > 18000              4.9 kHz
2                      BCAL > 25000                                      3.1 kHz
3                      PS                                                         200 Hz
5                      20*FCAL +  BCAL  > 36000                  4 kHz
6                      FCAL(900) & ST                                   2.5 kHz

fadc pulses were moved to the beginning of the readout window (the peak is typically 
around fadc count 20 for fadc250s). I'll shrink the window size tomorrow. Adjusting of 
TDC readout windows is in progress. Timing of the FDC TDCs  was calibrated (with 
Lubomir), the window size is set to 600 ns  (we still need to check positions of pulses 
in readout windows)

Some problems seen:

rocfdc11 crate, fadc125 in slot 8.
rocfcal10 crate.
