[Halld-level1] [New Logentry] Trigger for TAC

Hovanes and I took first data with the TAC and PS trigger. I am attaching a couple of plots showing correlations of TAGH  fadc  pulse 
times with the trigger time. Timing offsets will be adjusted by the next calibration run. TAC threshold has not yet been optimized.
We'll run TAC triggers with some  prescaling factor in order to minimize the dead time.
