Performance of F1TDCs seems to be Ok for these runs. 

I found that in the official config file for cosmic data the time window for F1TDCs was shifted 
by about 140 ns, i.e.,   F1TDC_LATENCY  was set to  3400 instead of 3540. F1TDC hits are 
positioned close to the window edge, decreasing the window look back results in loosing
some hits. Please make a log entry if you change parameters.

We'll need to keep an eye on the BCAL F1TDC performance, but I hope that it was the main reason.

Below is the original configuration (correct settings).

#  F1 TDC 
#change latency from 900. to 3540. and window from 500 to 1000 ->Beni
F1TDC_WINDOW     1000.
F1TDC_LATENCY    3540.
