[Halld-level1] [Halld-online] Run config filenames

Hi,

I think that it's not a big deal to  change the run type 
from 'expert' to 'production' (default). You should also
be able to select testing/cosmics, if you need.

There is a tag  "daq_run" in the RCDB to identify this
(the name run type is historically used in the rcdb for
the hardware configuration).

Also, there is a run Comment window which is practical to fill
when you start daq.
