[Halld-npp] Created separate file for Analysis of existing data

Hi Ilya,

I have created a new separate file (DataAnalysis.tex) for your analysis 
of the Primex-eta data. This will make it easier for both of us to edit 
the sections without interfering with one another. Also, as the proposal 
is filled out, the two sections are likely to grow also. The new 
configuration is on Overleaf.
