[Halld-npp] Final Draft on Overleaf

Dear collaborators,

I have completed final edits to the NPP proposal draft, which is on 
Overleaf. I will submit the proposal tomorrow morning so send me any 
final feedback ASAP.

I do not think we need a meeting tomorrow. We will not meet unless 
someone raises an issue that needs to be discussed.
