[Halld-npp] [New Logentry] NPP Signal Monitoring

Thanks to Elton for providing a signal MC sample to test my monitoring plugin for the NPP signal. It reconstructs pi0pi0 events with a missing lead target. As the final state does not measure the vertex, it is assumed to be at the nominal position for this experiment.

We could also add the t distribution, and possibly one of the relevant angular distributions.
