[Halld-offline] updated offline task list

As we discussed at last week's offline meeting, the task list has been 
updated. Find it in its new location at 
http://www.jlab.org/Hall-D/offline/Software_tasks.php .  Find attached a 
list of the differences between the old and new versions. Here a minus 
sign means the line was dropped, a plus sign means the line was added.
