[Halld-offline] Hall D Subversion server upgrade

JLab IT Division will be switching us to a new subversion server next 
week, on Tuesday, December 15. The move will be to a dedicated virtual 
server. It also gives us the opportunity to upgrade from version 1.1 to 
1.4 of Subversion.

The move should be transparent to all users. In particular the IP name 
(halldsvn.jlab.org) and the IP address of the new server will be 
identical to those of the old one and all currently checked out 
directories will "connect" to the new server without modification. 
However, there will be an outage from 2 pm to 5 pm on 12/15. No 
subversion transactions will be be served through the https interface 
during that time.
