[Halld-offline] halldsvn server migrated to new VM

Folks,

Marty Wise of JLab CNI has switched us over to the new server. It looks 
good, as far as I can tell. Except...

During the past few hours, there was a problem with the post-commit 
script on the new server. I do not think that this affected anything 
substantive in the repository; some email may not have been sent out and 
a log file missed some updates. There is still a lingering mystery about 
the log file, but functionally, we should be fine now.

I've attached the CNI logbook entries from Marty's work.
