[Halld-offline] GlueX Coding Conventions

Hi All,

    I have placed a draft of proposed C++ coding conventions for GlueX 
based on the CLEO conventions here:

I've made a first pass and modified, clarified, deleted and added where 
I thought appropriate. I do not expect this to be a final draft. I have 
marked some comments/questions of my own in RED to emphasize them for 
discussion at tomorrow's meeting. Everything is of course, up for 
discussion, but it may be too long to go over line by line in a meeting. 
Please have a look and we can discuss it during the offline meeting 
tomorrow.
