[Halld-offline] nightly build building again

Folks,

I have a version of the nightly build system running now at JLab again. 
For example, you can use last night's build by doing a

  setenv HALLD_HOME /scratch/gluex/halld_builds/2009-10-16/latest

The build is done on both RHEL5 and Fedora 8 at present. Since the build 
is done on the scratch disk, it should be visible from everyone's Linux 
desktop as well as from the jlabl? and ifarml? machines. Also, since it 
is on the scratch disk, builds more than two weeks old will be deleted 
automatically.

There will likely be changes, but for now the builds should be usable as is.
