[Halld-offline] SCONS, CLAS12, DAQ group and Hall D

Hi,

SCONS is a replacement for MAKE.  CLAS is switching to SCONS for the 12 
GeV upgrade, see Dennis Weygand's slides (attached).  The DAQ group has 
already switched to SCONS. 

I think Hall D should switch as well.

Perhaps we should have someone give a talk about it in an Online or 
Offline meeting, maybe Dennis or Carl (DAQ group).
