[Halld-offline] Committed revision 6663: PID_FORCE_TRUTH

Hello All,

I added a configuration parameter PID_FORCE_TRUTH to DTrackTimeBased_factory, which if set true, forces the correct particle identification if it is available. Particularly, this can be useful to those who simulate and study complicated final states where PID is expected to be difficult, since currently the PID capabilities of the offline are not fully mature. Please let me know if you have any questions or concerns about these changes.
