[Halld-offline] release-2009-12-01 locked in subversion

Folks,

I forgot to mention something I did before the break: I have put a 
subversion lock on the 2009-12-01 release of the src tree. The working 
version of the locked files is in /group/halld/Software/builds on the 
JLab CUE. This process was made easier by the upgrade of our subversion 
server; it was impossible before when using the https interface to the 
repository.

This should not affect anyone since no one should be checking in 
revisions to a tagged release. However, now if one tries to do that, the 
operation will fail.
