[Halld-offline] we have official coding conventions

Folks,

At the December 1 offline meeting (http://tinyurl.com/yjd3cd9) we 
formally adopted coding conventions for GlueX offline software. Find 
them at 
http://www.jlab.org/Hall-D/software/wiki/index.php/Coding_Conventions 
(http://tinyurl.com/yktjejx). They are based on rules from the CLEO 
collaboration.

This was announced previously in the minutes but some of us thought that 
a stand-alone announcment was appropriate, and so here it is.
