[Halld-offline] reorganization of tracking and pid code

Hi All,
if I run mcsmear with the option -n to NOT produce extra background hits
I do not get the error messages
about straw number out of range.
run mcsmear -n hdgeant.hddm
the output is hdgeant_smeared.hddm
with this file the error is not present.
