[Halld-offline] CDC geometry errors fixed

Hi All,
In mcsmear the straw geometry for the CDC is hard coded in the 
initialization routine
InitCDCgeometry(). These values were obsolete and not compatible with 
the latests version
of the CDC geometry in the hdds repository. I changed the numbers in 
InitCDCGeometry() to
be compatible with the latest CDC geometry and uploaded it to the 
repository.
Now the error messages as observed by Mihajlo are no longer present.
