[Halld-offline] event-number-dependent calibration

Hi All,
I think the main questions are how long does a run take in time and what
is the time period
in which one expects some parameter of a readout channel to change and
can be detected.
I any case I would expect a database to have a row entry for each
readout channel with
the calibration values and the start and end times of the validity of
this calibration data.
The analysis code has to figure out what time period the events are in
and what calibration
parameters for a given channel and time are applicable.
