[Halld-offline] wiki page cataloging tagged releases

Ummm.......no.
So far we have been just putting the list of changes that subversion
generates into the release notes. No critical human evaluation of what
the changes mean. I suppose we should start doing that. One way to start
would be to add a column to the table for a pithy summary of major
changes. At least there is a place to start now.
One obvious comment from recent history would be "first release using
sim-recon name...". I think I know where that goes.
Another obvious comment would be "first release that uses a separate
HDDS directory...". Gonna have to research that one.
