[Halld-offline] Splitoff Material

Hi Everyone -

   I have collected a number of documents on electromagnetic and
hadronic splitoffs from Crystal Barrel and placed them in docDb.
They are documents 1446,47,48,49 and 50. I have also placed a
link to them in the Offline page of the Wiki in a section called
"Reference Material".
