[Halld-offline] Calibration versioning, first hack

Offliners,

After discussion with David, we have added a bit of formality to how we 
manage versions of the offline calibration constants. There is a wiki 
page describing the new scheme at 
http://www.jlab.org/Hall-D/software/wiki/index.php/Versioning_of_Calibration_Constants 
(a text version is also attached).
