[Halld-offline] Test version of MantisBT now working

Hi,

MantisBT is now installed here:   
https://halldnew.jlab.org/mantisbt/login_page.php

It is a throwaway test installation that will be deleted when we are 
done with the evaluation.  The database will be deleted as well, so 
enter anything you want.

Currently there is only one general user "mantisbt" with password 
"mantisbt".  I'll create additional users if needed.  There is only one 
project "Hall D Offline" or something like that.   There is a slight 
problem with the email configuration so I may be creating and deleting 
other user accounts.

Give it a try...it is pretty much self-explanatory, but you can find 
instructions on the web.

I entered one "bug" or "ticket"...feel free to do anything you want to it.
