[Halld-offline] HOWTO use a pre-built release

Folks,

I've written a HOWTO on using a pre-built version of the sim-recon code. 
The working model is that you would like to use code that someone else 
has already built for the bulk of what you are doing, but are interested 
in making modifications to some particular pieces and incorporating them 
in your work. In this case you do not have to build the whole thing from 
scratch; rather you can just build the custom parts and link them into 
your custom executable.
