[Halld-offline] tagged versions of calibration constants

Folks,

As we discussed at the last offline meeting, I made a new tagged version 
of the calib directory: tags/calib-2011-03-14 . Of course! I also 
discovered that we have done this before. I've make a new wiki page that 
lists all of the tagged versions:

To use one of these versions, check it out to your local disk and point 
your JANA_CALIB_URL variable to the appropriate directory using the file 
access method in the URL.
