[Halld-offline] suite of bugs associated with memory explosion (Mantis issue 180)

Hello Dave and all,
I have now completed my diagnosis of the memory explosion in hd_ana, reported by Will in Mantis issue 180. Indeed this problem was easily reproduced in release 8610, but has since then been hidden by another bug that was introduced in a more recent release. In fact, there are a suite of bugs associated with this memory explosion feature, some of which may significantly impact the performance of the tracking. All of them are in the tracking code, by the way.
