[Halld-offline] Hall-D Computing plan and storage of simulated data.

Dave,

Dave, can you make sure that use of grid computing and data resources off-site gets written into the computing plan?  That got missed last time around.  Please specifically mention access to grid computing and data resources at offsite institutions from the lab.
