[Halld-offline] initial release of ccdb package

Hi,
CCDB is placed to the 12GeV svn repository now.

The code from the initial ccdb_package.tar.gz is located here:
https://phys12svn.jlab.org/repos/tags/ccdb_0.01

Feel free to checkout main development version at:
https://phys12svn.jlab.org/repos/trunk/ccdb

It is not guaranteed for the trunk version to compile. All tested working
versions will be placed to tags with incrementing version index.
