[Halld-offline] initial release of ccdb package

Folks,

A preliminary release of the calibration and conditions database package 
(CCDB) is now available.

At JLab find it at

   /group/halld/Software/ExternalPackages/ccdb_package.tar.gz

Outside JLab find it at

You will find an install.linux.txt and an install.windows.txt file in 
the distribution that should help get you started.
