[Halld-offline] problem with TOF fixed

Hi, everyone.

I think I have found the source of the strange low-energy-deposition 
problem that Paul observed.    In the generation of the hits in hitFTOF. 
c in hdgeant, in the code where hits that are close in time are merged 
together, only the last energy deposition was being registered, which 
meant that a large fraction of the time only low-energy junk hitting the 
TOF scintillators at later times than the signals from the incident 
particles was being stored.   I have checked in a fix.
