[Halld-offline] Switching to the CCDB

Folks,

At last week's offline meeting we decided to do the switch over to the 
CCDB on January 1. In practical terms this means that all new 
calibration constants will go into the CCDB and not into the files in 
the "calib" tree.

The calib tree will continue to work, so no immediate changes to your 
code will be necessary. On the other hand, since those files will be 
frozen as of January 1, those interested in the latest versions of 
constants will have to switch to the new system. Right now the pace of 
change in those constants is rather slow, so we will likely have a 
generous transition period.
