[Halld-offline] New version of start counter and target geometry

Hello, everyone.

I have just implemented the 30-paddle start counter design (starting 
with the xml file from Puneet) in the xml specification for the geometry.
I have changed the relevant places in the reconstruction (in the PID 
library) and the simulation code (in the hitStart.c routine) to be 
consistent with the current design.  I have also updated the material 
map in calib/Material and the script that generates this map.

Changes have been made in the following places in the trunk:

sim-recon/src/programs/Simulation/HDGeant/
sim-recon/src/libraries/PID/
sim-recon/src/programs/Utilities/mkMaterialMap/
hdds/
calib/Material
calib/START_COUNTER

Please let me know if you experience problems after updating to this 
version of the code.
