[Halld-offline] new releases of HDDS and sim-recon

People,

There is a new tagged release of sim-recon built at JLab, 
sim-recon-2012-05-18. Find the release notes at 
https://halldsvn.jlab.org/repos/tags/sim-recon-2012-05-18/RELEASE . Note 
that this version is based on a new release of HDDS, hdds-1.3 and 
features a 30-sector start counter. These are now the default versions 
at JLab.
