[Halld-offline] new sim-recon version for data challenge 1

This seems to satisfy all of our requirements. I have updated the 
webpage at 
https://halldweb1.jlab.org/data_challenge/01/conditions/data_challenge_1.html 
. It's not complete yet (need to specify all versions used and include 
all commands), but getting there.
