[Halld-offline] new release: sim-recon-2012-11-16

One thing that I should have mentioned, there have been version changes 
in several of the support packages in this release. All the following 
are new for this release:

Xerces-C 3.1.1
ROOT 5.34.1
JANA 0.6.5
HDDS 1.4
