[Halld-offline] changes related to CDC geometry

Hello all,

Just a heads-up that there might be problems with the new CDC geometry that Simon just checked in.  I have not checked it thoroughly, but from the comments I suspect that he might have removed a redundancy that I put in to make sure the Geant3 tracking works as intended.  I am in touch with Simon and David about it.
