[Halld-offline] New production version of CCDB: 0.08

Folks,

I changed the production version of CCDB on the JLab CUE to 0.08. This 
has been out there for some time. The changes from 0.07 are relatively 
minor. Most users should not notice them.

I also started a wiki page to track CCDB version. Find it at
