[Halld-offline] SRM downtime over holiday

Hello,

I am taking down the SRM service to upgrade the cluster from Centos 5 to Centos 6 over the next couple of days.  The certificate service (voms-proxy-init) will still be available, but files from the data challenge will be out of reach until the upgrade is complete.  I will send around a message when it is back up again, with a target time of 6:00pm on Saturday 7/6.
