[Halld-offline] Hall D preliminary Raid-to-Silo Transfer Strategy

Hi,

Below is our proposal for a raid-to-silo file transfer strategy for the 
Hall D Online/DAQ system.  The idea is to start with something 
relatively simple and easy to implement, then move on to something more 
sophisticated as the need arises.  We believe it likely the proposed 
strategy will suffice for quite a while, perhaps needing little or no 
modification for high-rate production running, but experience will 
tell.  Note that the strategy is designed to easily accommodate 
improvements via replacing simple components (e.g. scripts) with more 
sophisticated ones:

We're planning to implement and test this strategy in the next two 
weeks, and use it for the Dec Online data challenge.
