[Halld-offline] package move to deprecated directory

Hi All,

  I was trying to take a look at some of the organization of the code repository and decided to move a bunch of
older packages that are in trunk into a directory trunk/deprecated. Many of these were carry-overs from the original
CVS repository and have not been touched in over a decade. Here is a list along with the year the last modification
was made. If any one objects to any of these packages being moved, then it is trivial to move them back. Just let me
know which package(s) you would like restored.
