[Halld-offline] DC2: winding down at JLab

Folks,

FYI, we are shutting down the data challenge at JLab. We have run out 
the credit we have with LQCD and the farm is now returning to its 
nominal configuration. I still have jobs in the queue, but will not 
submit any new ones, except to clean up the small number of failures 
that we had. We can fire up processing again if needed; we just have to 
use our nominal share of the farm (30%) going forward.

We got a lot more done here than originally hoped for due to the 
lend-and-borrow-back with LQCD. Thanks to SciComp for engineering that!
