[Halld-offline] change in FCAL gain

Hi all,

As of run 1770 we adjusted the HV in the FCAL to boost
up the gain by a factor of two.

I just updated /FCAL/digi_scales to reflect this change.

This should help in enhancing the resolution by amplifying
those signals from small energy deposition.

We have done some preliminary calibration on the data
taken the days before Thanksgiving and I'm happy to
report that we can make the pi0 peak narrower by
doing software gain balancing.  We need to repeat this
with the large data set collected over the weekend --
that is what we're starting now.
