[Halld-offline] how to make ccdb.sqlite?

Matt,

This is weird - I can create the file just fine on the scratch disk, but I
seem similar errors to you when running it on the volatile disk.  I'm not
sure why that would be the case.

BTW, the file I created is at
  /lustre/expphy/volatile/halld/home/sdobbs/ccdb_test/ccdb.sqlite
if you want to try it out.
