[Halld-offline] HDEVIO parser now default

Hi All,

  I’ve just checked in a change to make the HDEVIO parser the default as opposed to the one in libevio. As a reminder,
this was written to perform error recovery since some of our data files had corrupted blocks. If you noticed any
problems after updating your code that may be related to this, please let me know.

  Also, I built into HDEVIO the ability to report the required buffer size for an event so that buffers are automatically reallocated
as needed. You should therefore not need to use the -PEVIO:BUFFER_SIZE=XXX option anymore.
