[Halld-offline] [New Logentry] F1 config info added to data stream

The primary readout list was modified to include configuration parameters for the F1 TDC. These are to allow us to calculate the bin size and rollover values. (Code still must be added to the offline to actually do these calculations.) Starting with run 2246, these parameters should now be present. Changes have been checked into svn:
