[Halld-offline] Data Challenge 2 Conditions

Challengers,

I made a first hack at a set of versions to use to get started with test 
jobs. I tagged a recent version of sim-recon and hdds based on revision 
12502 of the trunk for both. This is before some recent changes to the 
TOF geometry and after Simon's changes to handle arbitrarily signed 
magnetic fields.

I have not tested this combo yet, so no guarantees, but wanted to get it 
out there early in case folks want to get started testing themselves. 
Things may change; beware.
