[Halld-offline] updated branch: sim-recon-dc-2

Folks,

I changed the data challenge 2 sim-recon branch to get the latest 
versions of everything, except for src/libraries/TOF, which is under 
current development. In particular, there are some fixes to tracking 
from Simon. To get the new version, just do an svn update in your local 
version. AFAIK, you do not have to update your version of HDDS. There is 
no new version on that branch anyway.

I am testing it now and do not guarantee stability for the next day or so.

If you are starting from scratch the full url is

appears on the conditions webpage as well:

I also made a copy of the version we have been using up until now, just 
in case someone wants to go back. That is in tags/sim-recon-dc-2.0 .
