[Halld-offline] dc-2 branch update

Folks,

The branch branches/sim-recon-dc-2 has been updated to bring in all 
changes from the trunk. This includes fixes Paul made to help with 
memory and a fix from Simon to the TOF with the new geometry. Again, not 
tested yet.

David also added a feature, branch only, to allow for choosing whether 
compression is done for the REST output.

A tag of last week's version has been made. That is tags/sim-recon-dc-2.2 .
