[Halld-offline] Commissioning beam spectrum

Hello Sean and all,
The most convenient way to parameterize the amorphous spectrum is to use
the diamond spectrum rotated away from coherent bremsstrahlung alignment.
Here is how to do that with HDGeant.
In the control.in file:
- find the line that says, "BEAM 12.0 9.0" and change it to "BEAM 12.0
11.9"
- make sure that the BEAM card is not commented out, otherwise it is
ignored.
That will generate an incoherent bremsstrahlung spectrum, what would be
obtained from an amorphous radiator.
